Found it, as usual when looking for something else! Union Steam Ship Company of New Zealand Ltd. was at NW corner of Sussex and Margaret Streets. Nowhere near Circular Quay. 1895 map - www.nla.gov.au/apps/cdview?pi=nla.map-rm3443-sd&rgn=0... It's always fascinating to see a different view of the same location! Thanks to your research we now have a street (in Darling Harbour, Sydney) for this photo and can update our image database.

This must be one of the plague photos (not published in the famous albums) of 1900. Those workmen are disinfecting the building and wharves. The reverse view (a photo selected for the albums) is here - www.flickr.com/photos/state-records-nsw/3101628254/ .
