    en.wikipedia.org/wiki/William_Sulzer William Sulzer (1863-1941), briefly governor of New York, was impeached within months of taking office in 1913.

    @budderflyman: the image within the wreath is a portrait on the wall of the New York Governor's Office -- presumably the likeness of a former governor.
