    New York state senator Edgar Truman Brackett, and his law partner, Hiram C. Todd. In 1913, both were counsel to the Board of Impeachment which ousted New York Governor William Sulzer. Brackett was the linchpin of Republican power in Saratoga County, New York. Todd, also a resident of Saratoga Springs, was not active in politics. The building behind them is, I surmise, the New York State Capitol.
