One hypothesis is that this an ambassador to the United States (since Harris & Ewing mainly worked in Washington, DC) in his diplomatic uniform, having his portrait painted. See www.bidd.org.rs/diplomatic-consular-suits-in-the-19th-and... for Serbian diplomatic uniforms. The first photo has a uniform that is quite similar to this one in its embroidery.

That looks like a dead end. The Evening Star. March 19, 1933, Page 8 chroniclingamerica.loc.gov/lccn/sn83045462/1933-03-19/ed-... has a photo of Pitamic in his diplomatic uniform and the embroidery close to the collar is not the same.

I think I've found the right ambassador. Makeiski in late 1930. Makielski has a Wikipedia entry en.wikipedia.org/wiki/Leon_Makielski but it doesn't have a photo. The photo in his Ann Arbor obituary at aadl.org/node/83749 is a possible match, but far from conclusive.
