Twenty unidentified men and two unidentified women lined up on a staircase somewhere including several prominent Republican leaders. What is quite unusual in this is that the two ladies are at the back of the image on the wings. Normally one would expect to see ladies front and centre in the place of honour?

There were only 27 elected representatives actually present at the very first meeting of the First Dail. (The majority of the Sinn Féin MPs were in prison according to the wiki article.)

https://www.flickr.com/photos/scorbet The 24 names from that roll call are noted on the photo above: Clontarf—R. Mulcahy. College Green—Sean T. O'Kelly. Connemara—P. O'Maille. Cork City—J.J. Walsh. Cork West—Sean O h-Aodha. (John Hayes) Donegal North—J. O'Doherty. Donegal South—P.J. Ward. Donegal West—J. Sweeney. Harbour, Dublin—P. Shanahan. Kerry East—P. Beasley. Kildare North—D. O Buachalla. Limerick West—C. O Coileain. (Con Collins) Louth—J.J. O'Kelly. Mayo North—Dr. Crowley. Meath South—E.J. Duggan. Leix—Kevin O'Higgins. Roscommon North—Count Plunkett St. Stephen's Green—Alderman Kelly. Tipperary Mid.—J.A. Burke. Tipperary South—P. Moloney. Waterford Co.—Cathal Brugha. Wexford North—R. Sweetman. Wexford South—Dr. Ryan. Wicklow West—R.C. Barton. Unless I have miscounted, that leaves the two women, the man at right and two mystery men in the crowd. The article says 27, but only 24 answered the roll? Only 24 in that RTE pic, too. Wikipedia says Collins and Boland were marked Present in the roll, but were actually in England planning to break Dev out of prison.

What a coinkydink, but just came across this photo among a load of Illustrated London News(es) I'm working on for an exhibition. This photo was printed on p. 971 of the ILN, 11.12.1920 under a slightly snidy headline... Men Who Claim to Rule Ireland: Members of Dail Eireann, the Sinn Fein Parliament.

[https://www.flickr.com/photos/gnmcauley] I realised afterwards that's actually the second day. This is the roll call for the first day. I count 28 "i láthair". Micheál Ó Coileáin and Énrí Ó Beóláin are both "as láthair", and the Ceann Comhairle Cathal Brugha did remember to ask himself.

https://www.flickr.com/photos/gnmcauley Make that 27. Eoin MacNeill is there twice... The wiki page also has fn4 - "Attended the opening session of the First Dáil on 21 January 1919" next to 27 people. Michael Staines, Eoin MacNeill, (listed twice) are both missing from the second day. There should be a third name, but I can't find it now.

https://www.flickr.com/photos/scorbet OK, so the extra names present on day one were: Eoin MacNeill S. Gabhán Uí Dhubhthaigh (George Gavan Duffy) Micheál Mac Stáin (Michael Staines)

I can't see any of those 3 in the picture, so I'll guess it was taken on the second day.

[https://www.flickr.com/photos/gnmcauley] Other possibilities would be the 4 clerks named on the first day: Diarmuid Ó hÉigeartaigh (Diarmuid O'Hegarty), Riseárd Ó Foghludha (Richard Foley), Seán Ó Núnáin agus Pádraig Ó Síothcháin. Father Michael O'Flanagan had also been called on to say a prayer.
